Process Safety: Why is the Instrument and Controls Engineer in the Spotlight?

There have been many well publicized process safety industry accidents around the world since the 1970s. These accidents have resulted in new regulations, government bureaucracies, standards, books, products, and even training and qualification programs. The process safety regulations in the US were promulgated in 1992 by OSHA, and given a second push by EPA in 1994 under the risk management program. March 23rd was the 12th anniversary of the BP Texas City Explosion. That event in combination with the Deep Water Horizon Blowout and Explosion in April of 2010 challenged the status quo and changed the business case for process safety. The subsequent drive for risk-based process safety and agency emphasis on recognized and generally accepted good engineering practices (RAGAGEP) is driving investment in safety instrumented systems (ISA84), alarm management (ISA18.2) and cyber security (ISA99). This presentation will bring to light why the ISA standards are carrying more weight and the role of the I&C engineer has expanded to have a voice in the plant, at corporate and in the board room.
